Hey Guys,
I’m restoring a vintage amusement park ride car, a Caterpillar to be specific.
The nose is full of rust, and I took a very course wire wheel on a grinder to it tonight. I expected to get down to bare metal, silver in color, but what I found instead was a hard, rust-colored and almost polished-looking surface.
My first question is, why does this steel not grind down to a bare silver finish, and instead only go down to this hard, rust-colored finish?
Secondly, what is the suggested solution for dealing with rust control and painting? Is this surface suitable for Eastwood’s Rust Encapsulator?

Thanks for any advice!
