Why some acids good for rust, some bad?

Here’s a question I’ve always had. It has to do with the seemingly opposing effect of acids on metal. We’ve all seen how battery acid can destroy a car body if left in contact with the steel. Yet we also see acid products like Fast Etch that are designed to neutralize rust when preparing a metal surface for paint.

Can someone explain this apparent dichotomy to me?
