Trying to get good coverage

I’m trying to figure out why sometimes when I powder some parts the coverage seems to be very thin when I pull it out of the oven. You can almost see the metal under the part in places. Seems to be coated good going in. When baked out the finish seems to be a little bumpy I’m assuming this is what orange peel looks like. Could this be a problem with the flow-out of the part? I’m using a new oven but this has happened before with my old one. Keep in mind I try to blast my parts as little as possible. Is this a characteristic of not cleaning good enough?
