timing a 350 chevy

Anyone have good info on how to correctly time a 350 along with what too much advance and too little can do? I have a 350 that is only happy aroung 14 to 16 degrees initial advance (which seems like more than normal to me) but if I go any lower she back fires under hard accelleration. Even at 16 the #1 cylinders seems to want to foul out even though the idler bleed screws on the carb are almost all the way in. So I’m thinking it is a timing issue. Any input or good web site locations would be handy thanks.
