Soft Finish/Scratches

I am having a problem with my two stage powders. I shot a mailbox using Caswell X-treme chrome followed by Lollypop Purple and then a clear coat. I fully cured the parts at each stage and it is passing a MEK test. The problem is that if you run a soft cloth across it it leaves behind telltale signs of scratches that will not come out. I believe that this is a sign of undercuring, however it doesn’t make sense in that it is passing a MEK test. Is this just a result of bad powder??? As a test I put one of the pieces back in the oven, however I overcured the clear and it now looks brown rather then the intended purple :(. Anyone have any ideas?
