Should I use the internal frame coating before paint?

I’m getting the frame for my 66 Chevy c10 ready to paint with Eastwood ceramic satin chassis black. The frame is sandblasted, and treated with afterblast. I have internal frame coating for inside the crossmember, which has been removed for painting. I’ll be spraying as far inside as possible. My question is can the internal frame coating be applied before the paint, or is it not recommended to paint over. Thanks for any help clearing this up.
