Sealer for Peeling

I had a white 96 Lumina I gave my mom so maybe she would get out of the house some. The problem is it ‘s the one that the paint peels off. The primer underneath looks great, a little too good, way to shiny and slick. Is there a sealer or something I can use for repaint without going down to bare metal. I would like to remove the paint that is left, a pressure washer will do it. Clean, scuff and seal the car then repaint. I figure if I can get 2 more years out of the car mom will be happy. I would just like it to look decent for her, she says it looks like it has cancer. I don’t have the time anymore to take it down to the metal and the primer on the car is in good shape and stuck good. Surely there is a primer or sealer I can use to help me out.
