Rust encapsulator over Oxysol

    Just cut out my inner and outer rockers and brushed oxysol on the remaining good steel that had some surface rust developing. It was a very hot day and the Oxysol dried out quickly, but did turn the rust into that blackish/grey hard residue. I want to paint silver rust encapsulator over it, but do I have to rinse the oxysol out with water before applying the encapsulator? I rather not get water in there only because the rockers ties into a channel that runs all the way to the back of the car which I cannot get to. Plus the channel has pockets on the floor that would enevatably trap water. Any problems just painting over it, or do I have to wash it out? Thanks Allan
