Rust disolve vs. converter?

    I have a vehicle I am taking on as a project. The roof of the car has light surface rust, and after giving it a good sanding, I know there are still small areas that probably are hiding some rust. I have not yet found a definite answer in the FAQ’s, or tech sheets on products. Need help on deciding if I should use a rust disolve, rust converter, other type of rust treatment to just wipe down with, ie. metal prep/etch??? Once this question is resolved, I would like to know what should be the next coat, have got two different answers: epoxy primer or etching primer. Still know after these steps will be coating with a 2K urethane primer, paint, etc. but what about these intial steps.?
