Rust convertor causing rust!

Sand blasted and preped my metal as per instructions. Applied Eastwood rust converter, it turned a bluish purple just like it said it would. Let it cure for the 48hrs like instructions said to do. I went into the garage today and the purplish blue color was a nice shade of rust! ? Just for the hell of it I ribbed and cleaned a spot and low and behold The surrounding area that had no rust now had rust as well. I only applied the converter to the affected area and feathered it out a couple inches beyond the area. What’s going on? Anyone know?
My garage has a de-humidifer in it and when I have left untreated metal for a week or so no flash rust. Any suggestions?
