Reflective Chrome + Top Coat = Silver?

    I have tried lots of different ways of spraying Chrome and then top coating in high gloss clear. Every time it turns to silver. A good looking silver but silver none the less. I am spraying aluminum pipe with a wall thickness of .065.

    I have Columbia powders so I called them. They said to do the following:

    Shoot the chrome, full cure at 385 for 20 minutes.
    Let cool to room temperature.
    Preheat for 3 minutes at 385, then shoot clear and full cure for 20 more minutes.
    Supposed to be chrome but it turns silver.

    I have also tried this method that I learned here:
    Shoot the chrome, full cure at 400 for 20 minutes.
    Let cool to room temperature.
    Preheat to 140 degrees, then shoot clear and full cure for 20 more minutes.
    Supposed to be chrome but it turns silver.

    What am I doing wrong?

    Also, what would happen if I mixed the clear and chrome together? Will it still tarnish?
