RE over paint and seam seals

    I’m in the process of restoring a ’68 Cougar. I plan to use RE on the frame, floor boards, and aprons. The aprons are painted with lacquer (might be enamel). Can I apply RE over existing paint thats in good condition or do I need to strip it down to bare metal? If I strip the paint with a sand blaster, is that sufficient gripping surface for the RE or do I need to rough it up further with sandpaper? Can RE be applied over the existing seam sealer or do I need to strip the sealer off first? If I have to strip the seam sealer, will new sealer adhere to the RE? Do I even need seam sealer or could I just apply a heavy coat of RE?
