re-clearing car with european clear

I’ve painted the car with Eastwood single stage chop top silver followed by 2 coats of european clear. The clear went on awful, didn’t flow out as I expected. Apparently I should have reduced the clear. The peel is extensive. I started wet sanding the trunk area to see if I could get something good to happen. Not so much. I spent many hours with 1500 and then went to 1000. I have burned through in spots.
I’m thinking I need to sand the whole car down with (600? dry?) and re-clear. I guess I will have to touch up with paint in spots I cut through? Does this sound right or do you have another suggestion?
