Preventing future rust in new door skins

I’m installing new door skins on a project car and have questions about prepping the new skin, installing, and sealing it.
1. Should I leave the black coating on the panel or remove it? If I remove it, would rust encapsulator be the best product to put on the new metal?
2. If I leave the black primer coating on the new door skins, what should I paint over it?
3. What should be used on the lip of the new skin since it will be welded to the door frame? Do I need to recoat the areas of the welds after welding or will it be fine?
