Lead body solder for holes?

Can I use body solder for filling holes?
Project: I have a ’63 bug with rust holes at the base of the windshield. The largest one is about 3 inches long by about 3/4 inches wide.
Ideas: I’ve thought about doing this one of two ways:
1.) Weld a patch piece roughly the size of the hole; keep it a little below the surface of the car. Grind the weld down, and fill in the indention with body solder.
2.) Attach a backing plate beneath the hole, and just don’t tin it prior to leading. Remove the backing plate, and I have just lead covering the hole.
Is #2 structurally sound? Is it a good way to go?
