flexible bumper help

I just bought a 1983 Mustang GT. The car looks fantastic except for the front and rear bumper covers. The rear seems to have been repainted but the paint is flaking off. The front also looks like it has been repainted, there is no flaking but it has cracks. The cracks aren’t very deep but they need to be repaired.
I have done body work in the past but I’ve never worked on flexible body parts so my questions are;
What is a good way to strip off the old paint without damaging the bumpers?
What kind of filler should be used on the cracks? And I’m I correct that I will need primers and paint that will flex with the bumper?
