Flaring tool die too soft?

I’m using the Eastwood Flaring tool on 1/4″ stainless tubing for double flares. The #2 op die on the wheel is picking up scratches and gouging slightly. The flares look good for now but I’m concerned that the steel the die is made of is too soft and these scratches and small pits will eventually show up on the surface of the flares. Shouldn’t the die be harder than the stainless tubing? I’m lubing the tubing and the dies before each op. I’m reaming the ends of the tubing after cutting. I’m filing any flash that developes from the reaming. Also, this tubing is supposed to be double annealed for easier bending and flaring. Anyone?
