Electrostatic Coating on new fenders?

Some of the body panels I’ve been getting for my car have a black coating on them to prevent rusting. I’ve thought I could just treat this like primer and scuff it up and paint over it. I recently bought a pair of front fenders and the guy at the counter told me to make sure I remove all of the coating, then start over with primer and paint. He said the electrostatic coating was just to prevent flash rust. Well this coating is very difficult to remove. I intend to sand off the outside of the fender after it is installed on the car but I wonder if it would be OK to just scuff the inside and apply chassis black. I want it to last, and this coating seems to be more durable than primer.
