Eastwood Rust Dissolver Questions

Guys,
I have a few questions about Eastwood Rust Dissolver:
1.) I was looking for a product that I think Eastwood used to carry called “Oxisolv”. When I did a search on “Oxisolv” using the keyword search it took me to Eastwood Rust Dissolver. Are they the same product?
2.) I’m looking for a product that will give me a Zinc Phosphate conversion coating on steel body panels. Will Eastwood Rust Dissolver do this?
3.) I’d like to do a Zinc Phosphate conversion coating on clean bare steel. Eastwood Rust Dissolver is obviously sold as a product that will convert a rusted surface. Does it in fact require a rusted surface to work or will it work on clean, rust free bare steel? Will I get a good Zinc Phosphate conversion coating if I start will clean rust free steel?
