Drain Holes

I am in process of replacing the floor/rocker panels on my ’55 Chevy and noticed there are many “drain holes” in the floor pans, especially along the edges of the floor near either outside edge of the car. Back in ’90 I put putty in these holes, figuring they will let water in as well as out, now I am thinking GM put them there for a reason. So, what does experience say? Do I weld the holes closed or keep them there and don’t think about the water splashing into the vehicle on rainy drives?
