Cosmetic Rust Repair?

Hi,
I’ve got an ’86 Honda Accord that has a fair amount of visible rust around the wheel wells, gas cap, & trunk; and a WHOLE LOT of rust underneath — as in rusted through — rails, inside wheel wells, holes in trunk, etc. but no real rust on the frame.
The car is in great shape otherwise. I just want to deal with the visible rust as easily as possible (and maybe just spray the other rust). Any suggestions would be appreciated. Right now I’m thinking sandblasting, then rust converter, then paint. Hoping there’s an easier way.
