Chain Guard

I have an aluminum chain guard that is used from a zr-1 and I bead blasted and cleaned with MEK, alcohol, and then coated with black wrinkle powder and had one small spot that decided to fish eye. So I blasted and cleaned again 2 times hoping that whatever was in the metal had worked out but all to no avail. I need so advice on cleaning whatever probably some kind of chain lube out of the material so I can coat without a problem. I have a walk in booth and have no problems so far I also use a staic resistant paint suit and are very concious of anything that causes a fisheye in a liquid but I am clueless as to my problem. Any help would be appreciated.
