Buffing/Polishing- What am I doing wrong?

I’ve read through a lot of the threads about buffing and polishing, but can’t find a problem like mine. I’m a newbie to this, and I started out trying to buff a stainless steel steering wheel spoke. I cleaned it with solution, then wetsanded it, and when I started to buff with some rouge and a sewn buff wheel, it turned the steel black and then an ugly amber color. Cleaning the buff wheel didn’t help and it seemed like I just made it worse. So I switched to the white compound and softer buff wheel. That did the same thing – turning the buffing wheel and the steel black. I also tried this on a chromed emlem and it did the same thing staining the piece and wheel black. It pretty much ruined the piece. I tried using a drill as well as dremel. I had plannned on purchasing a good buffer unit soon, but so far, I don’t see how I can do this myself with any good results. Any ideas? :confused:
