Block prep and paint

    I received my blck back from the engine builder and he had speayed it and the mounted oil pan with a flat black paint. I want to remove it and use the Eastwood Ceramic engine paint I have already purchased. I dont want to assume that this flat black paint is a suitable base coat is why I just want to take it off and use the Eastwood Prep and shoot it with the Eastwood Ceramic. What product would be the easiest and fasted way to prep the block prior to shooting the color? I have a fresh bore with new pistons and I think that takes sandblasting out. Is there something that can be brushed on the will provide a good base to use the Prep and Color from Easwood. Thanks for any Ideas or suggestions.
