92 Honda floorboard

    Need some help I know it is only a Honda Accord gotta start somewhere, I have stripped the interior and carpet out of the car and found the floorboards OK _except_ the driver side and I am really confused. After removing carpet there is or was some kind of sound deadner that has flaked loose due to rust and moisture, after peeling this rubber like substance from the floorboard all I saw was wet rust. Today I went to scrape this rust and found another layer of a gooey substance under the rust and removing the gooey stuff I have what appears to be good shiney metal. My confusion is where did this rust come from and any ideas on how to remove it from this rubber like goo or should I just paint rust encapsulator over it ? Thanks for the help.
