2000 Taurus Rear Wheel Well Rust

    I have a 2000 Taurus station wagon that is in good shape, and mostly rust-free. Last year I noticed surface rust around the lip of the rear wheel wells, and had a body shop repair the rust in October 2014. By May of 2015 the rust was showing again. Their are no holes, just surface rust along the lip of the rear wheel wells.

    Is there a product that permanently will stop the rust? Or is once it starts, there is no stopping it. I do live in the Midwest USA, so the car does see salt in the winter. But I am always diligent about going to the do it yourself car wash and rinsing off the salt multiple times per week, if necessary. So far that has not helped in preventing the rust in the first place, or preserving the repair the refinishing the body shop did last year. The rest of the vehicle is pretty much rust free.

    Any advice would be appreciated.
